Manuel Ortiz is a Puerto Rican born and raised in New York City. Upon being saved at the age of 30, he attended Philadelphia College of Bible and earned a degree in Missions and Theology. He taught for one year at the Philadelphia Area Christian Schools as well as Philadelphia College of Bible and then accepted a call to Chicago.

In 1987, Ortiz returned to Philadelphia and earned his Doctor of Ministries degree in Urban Missions from Westminster Theological Seminary. He is now Professor Emeritus of Ministry and Urban Mission and the director of the Urban Program at Westminster Theological Seminary. He has written three books— The Hispanic Challenge, One New People, and Urban Ministry (co-authored with Harvie Conn)—has co-edited and contributed to The Urban Face of Mission, and has continued in his church planting endeavors as a pastor in the Christian Reformed Church which has resulted in five more churches being planted in needy communities of Philadelphia along with an elementary school and a community center.
