Msgr. Klinger is a priest of the Diocese of Allentown, PA, where he served as assistant pastor and pastor of Immaculate Conception parish, Douglasville, PA, since his ordination in 1982. He was also vice-chancellor and chancellor of the diocese, an Official for the Congregation for Divine Worship and the Discipline of the Sacraments, and a member of the Commission for the Congregation for the Doctrine of the Faith.

Msgr. Klinger was a seminarian supervisor at the North American College in Rome from 1993-1997, while teaching as an instructor in Canon Law at the Gregorian University and the Lateran University. He returned to the Diocese of Allentown in 1997, and has since served as pastor of Immaculate Conception Church in Birdsboro, and a judge for the diocesan tribunal.

Msgr. Klinger is an active members of the Canon Law Society of America, having served as a member of the Board of Governors and the Nominations Committee. He is currently the Convention Planning Chair for the Society. He is the co-editor, together with Bishop Randolph Calvo, of The Clergy Procedural Handbook, published by the CLSA in 1992.
